Tinkering with configs for SYMPA email server to see if the elog info is sent to the mailing list or not

Normally it is sent by ELog@jast.ph.ed.ac.uk and I changed it to "restricted to local domain and subscribers" from "restricted to subscribers" under Edit List Config > Who can 
send messages.
